The Franklin County Treasurer acts as an independent county official. What makes the Treasurer unique from many offices is that the Treasurer is held directly accountable by the voters / taxpayers of Franklin County.

The County Treasurer acts as the primary agent on behalf of the Commonwealth of Pennsylvania for the sales of licenses and permits, such as Dog License, Fishing License, Hunting License, Gun Permits, Bingo License, Small Games of Chance License, and Special Raffle Permits. During the average year, the County Treasurer provides licensing service to more than 35,000 Franklin County residents.

The Treasurer's Office accepts cash, checks and credit card payments (with convenience fee on credit card purchases) for services rendered. The fee for returned checks is $35.00

 Fishing License

  • A license can be purchased at the Treasurer's Office, at any of the Pennsylvania Fish Commission's licensing agents, or at the Outdoor Shop on the Pennsylvania Fish & Boat Commission's website.

    Hunting License

  • A license can be purchased at the Treasurer's Office or at any Pennsylvania Game Commission licensing agent.

    Sportsman Gun Permit
     A five (5) year license for $ 6.00.  The applicant must possess a hunting or fishing license. 
     

    Dog License

    Please visit http://www.padoglicense.com and select Franklin County. 

    You must use a credit card and there is a $ 2.00 convenience fee for each license purchased. 

     
  • Pennsylvania state law requires any dog three (3) months of age or older to have a current dog license. Dog licenses are valid from January 1st to December 31st of the current year, even if purchased late in the year.

    How To Apply For a Dog License
    1. Download a fillable dog license application.

    2. Print and complete all sections of the application. You will need one application per dog.  Please make sure you sign each application.

    3. Mail the completed application along with your check/money order to the Franklin County Treasurer's office.

    How To Apply For a Lifetime Dog License

    1. Your dog must have a microchip implanted or tattoo before it can be licensed with a lifetime tag.  The tattoo number must be assigned by the Treasurer's Office and paid for prior to having the dog tattooed
    2. Obtain the following two forms from your Veterinary Office or the County Treasurer's Office: Lifetime Dog License Application and Permanent ID Verification Form
    3. Complete all sections of the application and verification form for each dog to be licensed.  Please make sure you sign each form and obtain the signature of the person implanting, scanning microchip, or tattooing.
    4. Mail the completed applications along with your check/money order to the Franklin County Treasurer's office.
