PA State Police Shooting, July 17, 2015

I am issuing the following in relation to the events of the July 17, 2015 shooting at Rocky Springs Road, Letterkenny Township, Franklin County, PA, wherein two Pennsylvania State Police Troopers discharged their weapons in response to gunfire they encountered at the scene. This incident led to the arrest of Larry Woodal, Jr., who has been charged with attempted homicide of a law enforcement officer, among other crimes. Because this is now an open criminal case against Mr. Woodal, Pennsylvania ethical guidelines for prosecutors prohibit me from making extrajudicial statements (outside of the courtroom) or discussing the facts pertaining to his pending criminal proceedings.
 
There was also a Pennsylvania State Police investigation related to the use of deadly force by the Troopers at the scene. I have reviewed that investigation, and have determined that not only was the use of force legally permissible in defense of themselves, but also that the Troopers acted bravely and with tactical proficiency and discipline throughout the ordeal. Indeed, as a result of their heroic efforts and
their training, none of the many bystanders at the scene was harmed and no casualties occurred.
 

I would like to take this opportunity to inform the community that the actions of these Troopers were utterly reasonable, appropriate and correct. Furthermore, I am not overstating the case by saying that these Troopers risked their lives during this incident, and our citizenry has every reason to be proud of them.

*NOTE: The defendant is accused of the above offenses, and readers are reminded that all defendants are presumed innocent unless and until proven guilty.
