COSTARS is the Commonwealth’s cooperative purchasing program, administered by the Department of General Services, that allows COSTARS members, including local governments, public authorities, non-profit educational and health entities, school districts, and fire and rescue companies to purchase products and services from businesses through a state contract. Membership to the program is free.
