Commissioners
October 02, 2025

CHAMBERSBURG, Pa. – The Franklin County Commissioners proudly presented the September Employee of the Month award to Bryan Chappell during the board’s Oct. 1 public meeting. Chappell has been employed by Franklin County since December 2024 and serves as an investigator in the public defender’s office.
September’s Employee of the Month recipient was determined by the Special Thanks and Recognition (STAR) Committee, which received 19 nominations for the September award, three of which were for Chappell.
“Recently I had requested Bryan subpoena some information for a case,” cited one nomination. “He came back and suggested about four different things that he thought would be beneficial to subpoena in addition to the information I requested. He went above and beyond just doing what was requested of him, used his previous experience, and ultimately helped a client in resolving their case.”
The nomination continued, “Bryan is responsive, helpful and communicates excellently. He always thoroughly reviews everything that comes through our office. He then helps point out areas that need further investigation, and he does so quickly and effectively. Bryan is also just endlessly joyful and positive.”
“Since Bryan began in our office last December, he’s been an invaluable member of our team,” said another colleague. “He is incredibly efficient and is constantly finding ways to support other members in our office. Bryan consistently goes above and beyond with investigations, anticipating our needs and following up on matters intuitively. He provides valuable input on the evidence reviewed, insight and an experienced viewpoint. Bryan is great at self-starting. He has a sunny, inviting disposition. He brings heartfelt support and humor at just the right time. He is a true professional with all our clients, treating them with respect, empathy and kindness.”
Chappell’s coworker continued, “Recently I experienced a client whose actions gave me concern about walking to my car alone at the end of the day. Bryan insisted on walking me to my car and waited in the parking lot until I left to ensure that I was not alone and felt safe. His protective and helpful actions are not an uncommon occurrence. Bryan checks on his coworkers often to inquire how we are and offers to assist with any investigative needs we may have. He is the epitome of a team player and is a wonderful coworker. Bryan’s energy, reliability, skill, efficiency and personality make him a pleasure to work with, and our office feels incredibly lucky to have him on our team.”
“Bryan is the best investigator we have ever had,” said another nomination. “He brings his police experience to help our clients with their cases as well as the attorneys to understand different outlooks on evidence. He also goes above and beyond in the office, helping wherever he is needed. He is the first person to offer assistance to anyone and his passion for justice and kindness makes the department better.”
Chappell’s outstanding characteristics are attributes that have not gone unnoticed by his peers. Those who work alongside him describe him as communicative, responsive, efficient, team oriented, kind, knowledgeable, helpful and possessing a positive attitude.
The Franklin County Commissioners congratulated Chappell on his recognition and thanked him for his excellent work and for exuding such a high standard of knowledge, leadership and excellence to the employees and residents of Franklin County.
