Franklin County Team Honored With Prestigious 90+ cashVest ® Award By three+one®

CHAMBERSBURG, Pa. – The Franklin County Treasurer’s Office has been honored with the esteemed 90+ cashVest® Award for 2025 in recognition of the county’s exemplary leadership in public finance liquidity management. This award, now achieved for two consecutive years, is attributed to the hard work of Franklin County Treasurer Melody Shuman, chief deputy treasurer Trina Panagos, chief financial officer Teresa Beckner and fiscal director Janelle Friese. 

The 90+ cashVest® Award is given through a collaboration between the National Association of Counties (NACo) and three+one®, a national financial-technology firm that specializes in evaluating cash-management practices within the public sector. This award underscores Franklin County’s commitment to using data-driven insights to maximize every taxpayer dollar, delivering enhanced benefits to communities nationwide. 

“I am privileged to work alongside such a dedicated team in driving financial success for Franklin County,” said Shuman.

By maintaining a cashVest® score of 90 or above for four consecutive quarters, Franklin County has demonstrated its commitment to effective cash management, improving financial stability and ensuring responsible stewardship of public resources.
