Harper Tapped To Lead Tuscarora Managed Care Alliance

CHAMBERSBURG, Pa. – The Franklin County Commissioners are pleased to announce that the Tuscarora Managed Care Alliance (TMCA) board has selected Genevieve Harper as its new executive director.

As TMCA’s executive director, Harper will oversee the administration of Franklin and Fulton counties’ Medicaid Behavioral HealthChoices Program, which coordinates the care and addresses the mental health and substance abuse service needs of nearly 40,000 Medicaid-managed care members in the two-county region.

Harper joined TMCA in September 2016 as a quality specialist where she oversaw and monitored work plans, investigated member-level complaints and made system improvement recommendations. In January 2017, she was promoted to quality and compliance director. In that role, Harper led quality assurance and compliance initiatives to ensure TMCA’s adherence to Pennsylvania Department of Human Services regulations and HealthChoices program standards. She also supervised TMCA’s quality specialists and oversaw subcontractors’ performance, policy development and continuous quality improvement efforts across TMCA’s behavioral health services. Harper became interim executive director in March following the retirement of former TMCA executive director Melissa Wileman.

Harper has an extensive background in the behavioral health field in a variety of roles. Her decades of experience include positions at The ARC of Washington County Inc., Keystone Human Services Inc. and Fulton County Family Partnership. She also served as an advocate, trainer and facilitator at the Autism Society of Michigan, as adjunct faculty for the University of Detroit Mercy, and as a certified teacher of children with autism at schools in Connecticut and New Jersey.

“Gen is a true leader and possesses a wealth of knowledge,” said Franklin County Human Services Administrator Tawnya Hurley. “I am very fortunate to work alongside her and am eager to see what she will bring to this role.”

Harper holds a Bachelor of Arts in special education from Hood College and a Master of Arts in special education from Columbia University. She also earned her Associate of Arts from Hagerstown Community College and is a Certified Professional in Healthcare Quality. Harper serves as a board member for both the Fulton County Medical Center and Fulton County Library, and she is a Franklin County wellness ambassador. In 2023, she completed Franklin County’s Leadership Development Program.
