Hill Named Franklin County’s June Employee Of The Month

CHAMBERSBURG, Pa. – The Franklin County Commissioners proudly presented the June Employee of the Month award to Ellen Hill during the board’s June 24 public meeting. Hill has been employed by Franklin County since May 2023 and serves as a procurement assistant in the county’s procurement department.

June’s Employee of the Month recipient was determined by the Special Thanks and Recognition (STAR) Committee, which received 11 nominations for the June award, four of which were for Hill.

“Ellen is outstanding in many ways, but her strongest contributions to the county come from her exceptional self‑reliance, communication and problem‑solving abilities,” said one nomination. “Ellen consistently demonstrates strong budget awareness and remarkable attention to detail, ensuring accuracy and efficiency in every task she handles. Her ability to manage complex responsibilities with minimal oversight makes her a dependable and trusted member of our team.

“Ellen effectively anticipates needs before they become issues and approaches challenges with thoughtful, practical solutions that keep operations running smoothly,” the nomination continued. “She communicates proactively with employees to ensure all purchase requests are handled accurately and in a timely manner. Her professionalism and clarity help prevent delays and ensure that every department receives the support they need.”

The coworker added, “In addition to her procurement responsibilities, Ellen manages travel arrangements with exceptional care and precision. Over the years, I have never had to worry about my travel plans, even when I am many miles away from home. I have complete confidence in her ability to coordinate itineraries, confirm details and ensure compliance with county policies. If any issues arise, Ellen swiftly resolves them, handling interruptions with ease and ensuring my safety throughout the process. Her reliability and detail‑oriented approach provide peace of mind and allow me to focus fully on my work while traveling.”

“Ellen is a wealth of knowledge and is able to answer just about every weird question that is thrown at her,” said another employee. “Ellen amazes me every month with her ability to navigate unique, one-off situations. It’s amazing to me that Ellen has only been with the county for three years because the breadth of knowledge she possesses about procurement processes is so advanced. You would think she has been doing her job for 20 years. Ellen has the solution for everything and, if not, she knows someone who can provide the answer.”

“Ellen has one of the most challenging jobs due to the supply chain vulnerability in past years,” said one nomination. “The purchasing process is much more difficult than that of the past. When an order is placed and the supply is not relatively available, Ellen has to identify other options to fill the order faster in order to keep county business uninterrupted. If the price goes up a lot when the order is quoted, due to the inflation, Ellen has to be attentive to acquire more competitive quotes. From time to time, it’s very challenging to fill the demand with available supplies with a balance between speed and reasonable price.”

Another employee remarked, “The characteristics that I think of when I think of Ellen are detail oriented, efficient and organized. Ellen handles a large workload of many, many different items and makes it look easy. Whether it’s the daily travel requests and making and confirming reservations with hotels that might not be as organized as she is, managing delivery issues for vendors to make sure departments get the supplies they need, or making sure I didn’t miss an important email, Ellen is the foundation of this department.”

The Franklin County Commissioners congratulated Hill on her recognition and thanked her for her excellent work and for exuding such a high standard of knowledge, leadership and excellence to the employees and residents of Franklin County.
