Hurley Tapped To Lead Franklin County’s Human Services Division

CHAMBERSBURG, Pa. – The Franklin County Commissioners are pleased to announce Tawnya Hurley as the new administrator of the county’s human services division.

As human services administrator, Hurley will provide oversight and guidance to all human service-related departments in the county, including the Franklin County Area Agency on Aging, Children and Youth Services, Franklin/Fulton Drug and Alcohol, Veterans Affairs, the Public Defender’s Office, Tuscarora Managed Care Alliance and Franklin/Fulton Mental Health/Intellectual & Developmental Disabilities/Early Intervention.

Hurley joined the county in January 2022 as director of the Franklin County Area Agency on Aging. In that role, she oversaw more than 30 employees, supervised the operations of eight activity centers, managed a $5 million department budget, developed strategic plans to improve services and offerings for local older adults, and ensured programs complied with both state and federal program directives, among other responsibilities.

“Tawnya has been a valuable asset to the Franklin County Area Agency on Aging and the county as a whole since she came on board in 2022,” said Franklin County Commissioner Chairman Dean Horst. “We are excited to see her extend her dedication and commitment to all of our human services departments and programs.”

Prior to joining the county, Hurley worked in the mental health field, supporting individuals with both intellectual disabilities and mental health diagnoses in residential homes in Franklin County. She also spent time as a behavioral health specialist and mobile therapist. In another role, Hurley served as a clinical director for a mental health non-profit case management agency where she provided clinical leadership and oversight for case managers working with families living at the poverty line and experiencing mental health struggles.

Born and raised in Franklin County, Hurley is a graduate of Chambersburg Area Senior High School. She earned both a bachelor’s degree in psychology and a master’s degree in mental health counseling from Shippensburg University, and she is a licensed professional counselor. In 2024, she was honored with Franklin County’s annual SERVICE Award for Responsiveness, recognizing her dedication to supporting both her colleagues and the community.

“I am truly honored and excited to step into the role of human services administrator,” said Hurley. “My focus will be on partnering with each department to enhance collaboration, strengthen our division and drive meaningful impact across the communities we serve.”
